The information delivered in the Country Profiles shows a strong trend towards strict restrictions in SIP formats and therefore indicates that most of the technical work regarding preparing records for long-term preservation has to be done at the agencies. The requirements for SIP formats include:
- limited number of archival file formats allowed;
- quite strict requirements for accompanying metadata;
- strict SIP structures.
The allowed file formats overlap quite significantly. The most usual formats allowed are PDF/A and TIFF, additionally XML is quickly becoming one of the main formats in database preservation. The details in SIP and metadata structures vary, however most national archives prefer the technical format those be XML or CSV. Along with XML encapsulation techniques in some countries also solutions are available where the integrity of a SIP is maintained through a strict folder structure which also is accompanied by naming rules for the folders, metadata and record files.
To create the SIPs at the agency some tools are available remarkably in the Nordic countries. Some other national archives (Estonia, Germany, etc.) are also developing or starting to develop tools which will help the agencies to create and validate SIPs.
